Keep file hashes

If a file has already been processed, we can skip it. If a file hash is already associated with several methods, we can add those methods to the project and skip the parsing of that file. This will help with the fork problems.

True. Working on Gitcoin is a bit of a pain (there is now a permanent bug blocking me from extending the deadline, or cancelling the bounty). Annoying.
