Fix: Trigger GitHub Pages deployment on docs/ changes

Add paths filter to static.yml workflow to trigger on docs/** changes.
Ensures deployment runs automatically when HTML generation workflow
commits updated docs/index.html.

Fixes issue where updated HTML wasn't being deployed to live site.
