ci: restore npm-publish.yml as the publish workflow filename (#1540)
The v1.x release line dispatches .github/workflows/npm-publish.yml, and a
workflow_dispatch resolves only when the filename exists on the default
branch, so the rename left the v1.x publish undispatchable with a 404. npm
trusted publishing also authorizes on the workflow filename.1 parent 1d82744 commit 7048e9e
