At capacity (3 open, all ready, awaiting human merge) since 2026-10-03T01:05Z; re-ranked hourly through 2026-10-05T01:00Z with no merges and no maintainer steering. Outside the top five (score; why skipped): #707 (C41, 5; `patch/apply.rs` overlap, simpler after #706), #747 (C20 child 1 of #748, 5; open-PR file overlap), #773 (C44 bug, 5), #794 (C10 child 1 of RunCtx #793, ≈5; `get.rs`/`vendor.rs`/`scan/mod.rs` overlap), #746 (C23, ≈4.5; `patch/apply.rs` overlap), #663 (E07, 4.5), #593/#614/#726/#780/#791 (4), #757 (E15 hosted half, ≈4; `redirect/mod.rs`), #631 (E52, 3.5; `redirect/mod.rs`), #735/#736/#745 (3), #809 (C46 bug, ≈4; `vendor.rs` overlap), #801 (E41, ≈3; `lock_inventory/mod.rs` overlap with #589), #800 (E28, ≈3; 19-file sweep overlaps open PRs), #727 (C19, ≈2–4), #781/#782/#705/#770/#630 (≤2.5), #662 (now in fixer PR #810), #675–#678 (≤2.5), #649 (≈1). Decisions (not candidates): #648, #704, #792, #808; C07 needs an owner decision. Bughunt and bench issues are not candidates. Queue blockers still open: #574, #589, #597, #598, #602, #634, #646, #657, #660, #689, #690, #710.

- The sandbox runs as root, so 4 core lib tests fail on main and on branches alike: `copy_tree::relax_loop_must_not_traverse_symlinked_root`, `vlt_heal::an_unremovable_hidden_lock_keeps_every_store_entry`, `pypi_poetry::wire_write_failure_maps_error_and_leaves_lock_untouched`, `pypi_requirements::wire_failure_rolls_back_already_written_files`.
