Consider using `libraries-bom` for GCP dependencies

Maintaining compatibility of our GCP dependencies manually may be tedious and lead to undesired dependency conflicts if done wrong.
GCP Cloud Libraries developers suggest relying on libraries-bom in order to simplify dependencies management. We may want to consider using bom in the library as well as to promote this approach across the framework users.
