Mention `npm run cf-build` in both README and Contribute Page

Title says it all pretty much. `npm run cf-build` should be mentioned to run locally when working on the wiki to test a production build, since normal `npm run dev` does check for broken links, but `cf-build` will stop the server from starting completely if there are any broken links.
