QCMC / QCEC packaging

• Eliminate code duplication: qasm2cnf, qc2cnf, qc2cnf_eq, etc\
• Ideally use some standard QASM parser
• The tool needs to be made general. E.g.:
  FileNotFoundError: [Errno 2] No such file or directory: '/Users/meij/Desktop/qc2cnf/tools/GPMC/example/algorithm/mqtbench'
• There should be documentation (README / simple how to web page like PyZX)
• The should be a single "main" program that does everything, e.g., qcmc.py
• Benchmark scripts should be separated

These things should be done with minimal effort (avoid complete code rewrites)
