Justification: Range adds a new RTL parameter to bsg_reduce (balanced_p, #560, +4/-0), modifies bsg_fifo_1r1w_narrowed.sv (#708, +2/-0), and fixes the rp_groups file-extension convention across the hard-IP bsg_clk_gen trees (#729). The bsg_reduce + FIFO changes touch RTL used by HighTide's ternip variant.
