[WISE FR]: Change in logic to HFFMC #21

What is needed?
Deprecate all functionality regarding back-calculating HFFMC (VW, Lawson doesn't apply). Instead, the user has to specify starting HFFMC and hour.
Range for starting HFFMC will be 0:00 (midnight) to 23:00 hours local time. Exception will be if the weather data starts after midnight, then earliest HFFMC will be the hour preceding that.
Logic will change to enforce "no data so can't model" for a simulation start time predating the latter of weather data and starting HFFMC values.
