WordPress 6.9 doc updates

Tracking issue for any documentation updates that may be required for the WordPress 6.9 merge proposal.

Let's also stop using numbers for files and titles in the /docs folder so we can more easily change order when referencing these documents. Noted also here.

Just adding a note for an advanced section to provide an when using "ability_class" and extending the base WP_Ability Class. @felixarntz Chat bot demo a solid base example of using it properly. The current version does not take advantage of "meta" so the example will need to adjusted slightly for that
