Working agreement

• Claimable issues are intentionally unassigned. A coordination note is welcome, but it is not a reservation; for in-repository work, the first PR that satisfies every acceptance criterion and verification requirement is considered for merge.
• External submissions require a preflight comment, upstream maintainer approval, and only one human-authored submission to each upstream repository.
• This backlog does not create a GitHub Project, change code, or promise a release.
