ACCERT currently does not include a dedicated Cost Reduction Framework (CRF) workflow for evaluating how reactor costs and schedules change from FOAK to later units in an order book. Users need a Python-based way to apply cost-reduction levers, calculate OCC/TCI and schedule impacts, and generate clear visual summaries for AP1000, HTGR, and SFR cases.

Add a new CRF module to ACCERT. The CRF should support deterministic scenario runs, lever inputs, FOAK-to-NOAK cost reduction calculations, dashboard visualizations, tutorials, and documentation.

The CRF module should include AP1000, HTGR, and SFR examples, updated baseline data, tutorial notebooks, and dashboard plots.
