Problem
An actor creates a snapshot, these snapshots could be stored locally or remotely in GCS Bucket. An actor can go through Suspend/Resume status N number of time thus creating a new snapshot every time. Currently we do not have any garbage collector cleaning up the old snapshots leading to increasing storage
