atecontroller: health checks are registered but never served

Expected Behavior

Ability to serve readiness and liveness probes on atecontroller.

Actual Behavior

Atecontroller registers controller-runtime health and readiness checks, and its Deployment declares container port 8081, but HealthProbeBindAddress is empty and the Deployment has no readiness or liveness probes.
