feat(Expansion): Indicator rotation customization

Feature Description

For the given use case, a configurable 180 degree orientation change for the toggle icon of the expansion module is required.

Basically a sub-case of what was requested in #15884

Use Case

When the expansion panel is located on the bottom of the page/window, the orientation of the icon is misleading. The arrow is pointing down when closed which implies being open and the other way around. The icon should point in the direction where the expansion panel will open/collapse to.
