[feature] turn off semantic-release and auto-release for all repos

previously, most of repos use semantic-release to auto release to github releases and package registries like pypi, Java Maven, npmjs, etc.

Now we should stop this. Instead we vote for the new release in the community. Then manually publish new versions via tool: https://github.com/casdoor/incubator-release-assistant

We have a lot of plugin repos and they can need to remove semantic-release, make sure the CI still pass after removing it.

We also need to make sure https://github.com/casdoor/incubator-release-assistant can support the manual version release for the repos that get semantic-release removed
