Tidy dependent modules to reflect github.com/spf13/cobra bump

The bump of the `github.com/spf13/cobra` dependency of the project's root `github.com/arduino/arduino-lint` module also
requires updates to the dependencies data of the projects modules which depend on `github.com/arduino/arduino-lint`.
