Reference implementation: language, scope, governance

Appendix A lists the reference implementation as a blocker for pgsql-hackers submission. Open questions:

• Language. A proxy in Rust (over quinn or s2n-quic) and a client in
  Go feel like the natural defaults given existing QUIC ecosystems, but
  I'd take input here.
• Scope. Proxy + minimal client is enough per §9. Is anything else
  worth adding for v1.0 interop?
• Governance. The reference impl should live in a separate repo under
  the same governance posture as the spec — independent, not tied to
  any commercial product. Co-maintainers welcome.
