[Bug] The Y axis in the adoption Chart is being defined on the wrong metric

### What happened?

We need to investigate the way the Y Axis 100% value is being scaled.  When adoptedDevs gets to maxDevs then we should be at 100%
It's not clear what it is using currently. Perhaps Seats count?
