Subject: [PATCH] chore: add .project.json manifest

Adds the optional root manifest that records the project facts the GitHub
API cannot know: headline metric, role, resume eligibility, stack,
one-liner, and start/end dates. Values are taken from this repository and
from the existing career record; no new claims are introduced.
