Improve timezone context arounds timestamps displayed on the status page

Summary

Timestamps on the status page (against both incidents and schedules) currently don't indicate a timezone directly. The only hint is a small note at the very bottom of the page, which is easy to miss. Note that this too has to be optionally enabled and is off by default.

Steps to reproduce

1. Visit https://v3.cachethq.io/
2. Look at timestamps next to past incidents or upcoming maintenance schedules
3. No timezone is shown next to them

Expected behavior

Either:

• Render timestamps in the visitor's local timezone
• Append the timezone to each absolute timestamp

Hi James, thanks for looking into this!

Since the timestamps are already locale-formatted right now, I was thinking the natural next step would be to convert and display it in the visitor's timezone and append the zone inline (so like 29 Jul 2026, 22:25 CEST). Displaying the zone info in the tooltip IMHO doesn't feel like a necessary improvement in terms of UX as it's still one step away, and might be less evident when browsing from phones.

What could be displayed in the tooltips is the timestamp in UTC (along with the relative time that's displayed currently). Orrr if you want to be even fancier, this implementation I'd seen somewhere wherein you can toggle click on the timestamp to switch between local and UTC. 😅
