(Potential) Enhancement of Dedicated Networks API

Problem description
The Dedicated Networks APIs enable use of public network connectivity resources by reserving some of these resources for use by devices and applications. Such connectivity resources are often only needed for a specific time duration (e.g. one hour) and at specific locations (e.g. the area of a festival). These are referred to as Service Time and Service Area.

One issue around finding suitable areas, where the reservable connectivity service is provided, has been identified (See Issue #86). And a new API is proposed () PR #87).

It has been identified, that the proposed API could be also relevant to some other APIs, when the API is a bit more generalized. Discussions are on-going.

When sufficient generalizations are identified and agreed, we may separate out the new API into a new repository.
