DLQ: retry failed tasks from the dead-letter queue

The klio CLI exposes commands to retrieve failed tier2 offloading tasks from the dead-letter queue.
We now need a way to allow operators to retry failed tasks in the DLQ via the CLI, for both WAL and Backup flows.
