Global site setting for community assets

As suggested in Discord:

We could make the community assets link a global site sitting - this would also allow us to reduce the number of requests for communities that don't have such assets by 2 per page load. And it would facilitate our goal of moving community assets to a separate package that can be updated independently of the core
