[SuperAdmin/ Users management] wrong user types displayed in the Users management section

Describe the bug
Currently, all user types are displayed in the User Management section, including both users with access to the Shelter Panel and those with access to the Super Admin Panel.

Expected behavior

Accoridng the intended design:

• Shelter Panel users should only be managed from their respective Organization Profile and should not appear in the User Management section (link to design)

• The User Management section should exclusively list and manage users with access to the Super Admin Panel (link to design)
