feat: setup `CardId` scalar validation

Development

• Create a Typescript file that exports a resolver class
• The resolver class should validate the data of any incoming gql values typed as CardId

Testing

• Ensure the resolver implementation does not break any existing code
• All existing integration tests should pass
• Any data not in the form of 04:87:67:21:39:61:80 should be rejected
