Support .NET 11 Preview

Please add support for 11.0-preview-resolute and 11.0-preview (as done with 10.0-preview in the past).

• Create a release
• Update templates (if necessary)
• Update [Tracking] Image support, deprecation / EOL dates #90
• Update Microsoft Artifact Registry docs

Would be great if we could merge this onto #1836 to not have a second release needed. If there are any reasons against that, I can rebase it onto main instead.

@Kaniska244 Due to https://devblogs.microsoft.com/dotnet/dotnet-10-0-7-oob-security-update/ I assume we might see another release for devcontainers/dotnet soon. Maybe we can fit it in there.
