Spike: Resolve Angular image editor open product questions

Description

Resolve open product/technical questions before or during Angular image editor implementation. Document decisions in the image-editor module (e.g. DECISIONS.md) so implementers do not guess.

Questions to resolve

1. Vertical flip: Backend has no vertical flip filter — add backend filter, client-side only, or drop from UI?
2. Save options: Single Save only, or Save + Save-as-new-file? (Dojo save-as appears dead.)
3. License gating: Keep enterprise license gate like Dojo editor?
4. Focal point seeding: Confirm read from contentlet/file metadata on open (not hardcoded 0,0).

Acceptance Criteria

• Written decision for each question with rationale.
• Decisions reflected in implementation issues (Add REST endpoint POST /api/v1/image/edit for edited image save #36061–Wire image editor Save, Download, and Cancel to FileFieldStore temp-file flow #36067) or follow-up tasks if scope changes.
• Vertical flip: explicit in UI spec (hidden vs disabled vs future backend task).
• Stakeholder sign-off recorded in issue comments.
