Go to package build/targets file when available

To keep inline with the behavior for "Go To Definition" on sdk attributes, it would be nice if GTD on PackageReferences went to their build props and/or targets file when available.

Perhaps a context menu appears with the available options (including the nuget.org link)? Is there a precedent for this behavior within the extension already to use as a basis?

Is this something you'd consider accepting a PR for?
