Fix of NativeAOT-related process hang in .NET 8 or 10

Hello. Is it possible to backport the fix for this bug to .NET 8 or 10?

I was waiting with the backporting to make sure the fix gets enough testing and prove its stability. I think it is a good time to backport it to .NET 10. @jkotas do you think it is critical enough to be backported even to .NET 8?
