Disable *all* pad deletion token UI: Section in User settings

Thanks @JohnMcLear again for quickly fixing #7926 , but you missed something: in User settings, there is still the button "Delete Pad with Token" when allowPadDeletionByAllUsers set to true.

If now, in addition, enablePadWideSettings is set to false, there is no access at all to the token-less "Delete Pad" button.
