Improve empty, loading and paging states for leaderboards #46
Description
When leaderboards are empty, loading or paging sometimes the height of the widget changes or jumps around temporarily causing the page to jerk.
Where possible the widgets should maintain a consistent height and display responsive feedback to users when an action is taking place.
