"On this page" ToC should be scrollable on mobile

The "On this page" ToC when expanded cannot be scrolled in mobile view. This makes it useless on app, req and res API pages, because large part of it cannot be accessed (unless the rather long page behind it is scrolled to the bottom).

Hi! I’d like to work on this issue , If its open for new contributors.

I was looking into the mobile ToC behavior and I think the issue might be related to .toc__list not having its own scroll handling on smaller screens. I’m planning to test a small CSS fix around:

max-height: 70vh;
overflow-y: auto;
-webkit-overflow-scrolling: touch;

while keeping the current desktop behavior unchanged.
