support @prettier/plugin-oxc

Description

prettier-plugin-jsdoc doesn't work when used alongside @prettier/plugin-oxc plugin.

Expected Behavior

Both plugins should work together to format JSDoc comments and use the Oxc parser/formatter.

Actual Behavior

prettier-plugin-jsdoc functionality is not working when @prettier/plugin-oxc is also configured.

@hosseinmd I can't get this to work. Having the plugin works fine, but as soon as you set the parser to use oxc (parser: "oxc-ts"), my 80-line max comments do not work. This is regardless of plugin order.

This is using v1.8.0 of prettier-plugin-jsdoc, v3.7.4 prettier, and v0.1.3 @prettier/plugin-oxc
