Create new library for all operators and CRDs

• All the types and crds will be in this library
• It will import spec models from duty
• Since only 1 instance of it will be running, probably incident-commander will be running it
• The library will only manage syncing kubernetes crds to database
• This will allow us to remove operator logic from core services and they will only use database as a source of truth
