[Bug] Ctrl+Up/Down jumps files instead of changes in Local Changes standalone diff window

In Fork 2.20.1.0 on Windows 11 25H2, Ctrl + Up and Ctrl + Down work correctly in the embedded diff view next to the file tree.

In a standalone diff window, these shortcuts do not jump to the next/previous change.

The tooltip on the “Next/Previous Change” buttons shows the shortcut, but pressing it switches to the next/previous file instead.

This inconsistency only occurs in the standalone diff view.

On my Windows system, I open the standalone diff window either by pressing the Space key or by clicking the 👁️ (eye) icon. In both cases, Ctrl + Down and Ctrl + Up do not jump to the next/previous change.

I have also verified that the Ctrl key is working correctly (for example, Ctrl + Shift + Esc opens Task Manager normally), so the issue does not appear to be related to the keyboard.

Hi, Ctrl + Up and Ctrl + Down work correctly in the standalone diff window for commit history.

However, in the standalone diff window for Local Changes, the same shortcuts do not work as expected.
