Add support for local LLM configuration for Claude Code

Description

Claude Code can be configured to use a local LLM. Could this be made available for Phantom to use?

Use Case

Using local LLMs for Claude Code usage reduces the total cost of using Phantom as token costs are absorbed into the local LLM instance.
