[Bug]: /speckit.specify not available in CC

Bug Description

Only /speckit.specify command is not available in Claude Code. Ran init several times to confirm. Tested on other platform like Github Copilot - ok. Anyone else seeing this? CC bug?

Steps to Reproduce

speckit init .

Expected Behavior

/speckit.specify command should run in CC

Actual Behavior

/speckit.specify command not available in CC. I have to run this in Github Copilot Chat.

Quick Reproduce Test - Claude Code CLI

Does /speckit.specify work in Claude Code CLI?

1. Setup:

   specify init ~/test-claude --ai claude
   cd ~/test-claude

2. Test the command:

   claude --print "/speckit.specify add login"

   • Does it work? YES/NO

3. Remove handoffs and retest:

   # Edit .claude/commands/speckit.specify.md
   # Delete the handoffs: block (lines 3-9), keep only:
   # ---
   # description: Create or update the feature specification...
   # ---
   
   claude --print "/speckit.specify add login page"

   • Does it work now? YES/NO

Report back:

• With handoffs: Works? _____
• Without handoffs: Works? _____
• Claude version: claude --version
• OS: _____
