Add this to a Chrome Extension

As a user, I want to use this chat in all GitHub pages as Chat.

• Investigate if it's plausible to use an iframe or the extension can have all the chat code.
• Check if this can be added in the repository https://github.com/inquid/github-stories
• The chat should be toggled, a small button in the lower right corner should be added in order to show/hide the chat.
• Chat should only be visible in github.com/* domain.

Hey, this is intriguing and something I'd be happy to help with, but first I'd need to know if the this project, as well as, the bounty is still active. Along with any new developments/requirements as it's been a couple years since this was first posted.

Implemented in PR #8: GitHub-only Chrome extension with lower-right toggle button and iframe chat panel. Please review when convenient.
