[Web Bug]: Frontend not correctly reflecting upload bounderies

Description

I think the frontend does not correctly reflect the settings of an instance. For example on "loops.video" I could upload a 80mb video yesterday but the frontend tells me only 40mb are allowed.

Is this size related after loops did compress the video or the rad file? If it is related to the compressed one it should somehow reflect that and be a estimation only.

Steps to reproduce

1. Go to "upload"
2. Upload a video with more than 40mb in size
3. Check if the upload is working
