Add VS Code settings

rn I keep my settings in [junaga/snippets](https://github.com/junaga/snippets), which kinda make little sense. bc I only use VS Code servers in Linux userspace _(pref Debian system)_, A new directory `vscode/` with `settings.json`, `extensions` and `snippets` for this repo, feels clean.
