[ganttchart] Make the Title of the Gantt Chart a link to the record details page

ガントチャートのタイトルを詳細ページへのリンクにするか否かを設定画面で変更できるようにしたい。

設定画面例

　※on/off自体不要で標準でリンクとしても良いかも知れません。

設定後の画面

修正箇所は createRecords1 の ganttRecordData.name や
createRecords2 の ganttRecordData2.name の定義時にaタグでくくれば良いかと思います。

実装として許容可能であれば、適当なタイミングで実装してPR送ります。
