[Windows] Icon must be readded when taskbar is recreated

Currently, the icon is just missing when the taskbar is recreated.

Hey, @lijy91. The version 0.5.0 does not seem to be tagged in this Git repository (https://github.com/leanflutter/tray_manager/tags). Maybe you've forgotten to perform git push somewhere tag 0.5.0?
