Bug description

if you right click on an application in the menu a context menu opens
if you hover over that and try to scroll nothing happens

this is really bad with applications that have a lot of context menu options like librewolf, gnome-mines, steam

Steps to reproduce

open an application context menu
hover over an option with your mouse
try to scroll

Expected behavior

i should be able to scroll while hovering over the context menu
