feat(loop-status-client): land @loop-engine/loop-status-client in the canonical repo
OSS client for the Boss Loops Cloud loop-status API (SSE subscribe + cursor pull/replay over @loop-engine/events LoopEvent). Ported from the bd-forge-main build into the canonical loop-engine repo so it publishes from the family's pipeline, not ad-hoc. - Conformed to the repo's stricter tsconfig.base (exactOptionalPropertyTypes): optional `status` assigned only when present; `signal` set conditionally on RequestInit. Build (esm/cjs/dts), typecheck, and 8/8 vitest pass. - validate:publish (check-no-workspace-refs) green — packed manifest pins @loop-engine/events to 1.0.0-rc.0, no workspace: refs. - check-security-metadata green; apache-2.0 SPDX header added to the test file so check-boundary gains no new failure. Version (0.1.0) and changeset are deliberately deferred to the names/versions -final gate (join the 1.0.0-rc.0 line vs. carry its own version).
