feat(workbench): dense contextual Browser Reports with canonical SCL RCB binding
Integrates M2A native Browser/Reports visual parity: single dense inspector with RCB engineering attributes, last-report evidence, and configured DataSet member tree. Restores offline SCL RCB metadata without fabricating live values, fixes required Qt delegate roles, adds bounded Browser regression and exact-panel screenshot QA. Verified native Qt, CI routing, Linux and Windows release hardening on the PR exact head.
