orchestration configurations

• To add configuration for cluster orchestration in k8s directory
• The directory to be at root directory to keep the service directory clean from orchestration and maintain a uniform orchestration strategy by collocating all orchestration related configurations
• k8s directory to be service scoped k8s/{service}/{cluster-ip-service,cluster-deployment,ingress-service}.yml
• This will encourage sharing of configs where it suits the case
