I checked the current "Reporting a bug" wiki page.

For VS Code on the Web (vscode.dev or github.dev), the page now has a dedicated Web section that points directly to the issue creation page:

https://github.com/microsoft/vscode-python/issues/new/

So if you're still experiencing the infinite recursion from the wiki link, it looks like the documentation flow may have changed since this discussion was opened. The current Web section avoids sending you back through the same reporting instructions.
