Hitting a breakpoint always opens "Run and Debug" view

Does this issue occur when all extensions are disabled?: No (but breakpoints can't be set without extensions)

Steps to Reproduce:

1. Set a breakpoint in a Python or C++ file
2. Launch the file in debug mode
3. When the breakpoint is hit, the run and debug view pops up, even if the sidebar visibility has been disabled with "View: Toggle Primary Side Bar Visibility" (This happens every time a breakpoint is hit)
