WinML CLI does not detect OpenVINO Execution Provider on an Intel system

On an Intel System, while installing the python package of WinML-CLI the system needs onnxruntime-ep-openvino installation seperately
Command: uv pip install winml-cli
uv run winml sys --list-device --list-ep
OpenVINO EP is not listed

Hi, if onnxruntime-ep-openvino is not installed, we will depend on windowsml to detect.

If onnxruntime-ep-openvino is installed in the same python env, we could detect it.

I tested by patching the code so windowsml could not detect openvino ep and onnxruntime-ep-openvino is detected and used correctly
